Hmm, will have to give that a try.  I was thinking of trying a "go to a different stage and immediately return" approach, but this may work better.  Thanks for the idea as this is probably more reliable.

I'm still going to raise it with OpenText though.  This is crazy.

I raised it with OpenText and they were able to duplicate ... as expected when the database and server clocks differ.  They are raising to development.

Meanwhile, I tried your suggested approach of using a checkbox.  It works well, so thanks for the idea.  Sad it comes down to this, but now I know.

The official response from OpenText (blue text is my emphasis):

This issue was fixed in 9.1 SR3.

According to development, this issue is caused by the difference between database and Engine time.

I understand that our documentation is not clear enough on saying that clock should be in sync for all the servers along with all the servers should be in the same time zone.

So to fix the issue, I am sorry but you have to make sure that the clocks on all server are in sync. I am going to raise a documentation defect for this so that in next release our documentation is updated accordingly.

Time creep can happen, and they do resync the servers periodically.  However, its not done 24x7/365, so minor differences could creep up until resynced.  I guess we'll just have to use the check variable option recommended by Jerome, which has been working perfectly thus far, since MBPM uses different closed for different purposes.
